Linnton Mitigation Site

Key Project Statement

Located along the west bank of the Willamette River in Linnton, a neighborhood of Portland, Oregon, the Linnton Mitigation Site included demolition of a plywood mill, channel daylighting, floodplain reconnection and installation of large wood structures. Waterways completed design, permitting, and construction support services for this multi-million dollar project. Construction was completed in 2020 and Waterways is leading ongoing monitoring for the bank.

The Linnton Mitigation Site is in the Linnton neighborhood of Portland, Oregon along the west bank of the Willamette River. This industrial property was previously used as a plywood mill before discontinuing operation in 2001. The site previously conveyed flow from two creeks via culverts to the Willamette River, Linnton Creek and another unnamed perennial stream. The area surrounding the Linnton Mill site is highly developed and industrialized with few natural shoreline or riparian habitat features. Juvenile salmonids and other aquatic organisms rely on shallow water habitats for rearing, foraging, and refuge.

PRE-CONSTRUCTION SHORELINE AND MILL

DAYLIGHTED OUTLET OF LINNTON CREEK

Waterways was hired by Linnton Water Credits, LLC to assist with the planning, design, permitting, and construction of the site as floodplain reconnection and habitat restoration project to compensate for the liability of potentially responsible parties of the Portland Harbor Superfund Site. The project design included the dismantling and recycling of the mill structures, then excavation of historic fill in the central portion of the property to create off-channel open water and riparian habitat directly connected to the river. As part of this excavation, a section of Linnton Creek that was previously flowing in a culvert was daylit into the off-channel area. The created off-channel provides critical refuge and foraging opportunities for juvenile salmonids and lamprey at all water levels, including a cold-water refuge from the Willamette River in Linnton Creek during summer and early fall. Construction for this project was completed in 2019. Waterways is providing assistance with post-construction monitoring through 2029.
