City of Santa Cruz Loch Lomond Mitigation Project

Waterways and ECI have teamed in a design-build capacity to assist the City of Santa Cruz with a multi-phase, multisite design and construction project to offset jurisdictional impacts to wetlands and waters associated with a retrofit of the dam infrastructure at Loch Lomond Reservoirs, a main source of water for the City. The mitigation effort includes three sites: 1) Canham Meadow: wet meadow restoration on a property managed by the Land Trust of Santa Cruz County consisting of a gully that has incised through Canham Meadow, impacting wet meadow function and associated habitat, 2) Newell Creek Habitat Enhancement: includes installation of large wood structures on a portion of Newell Creek downstream of the Loch Lomond dam to enhance habitat for listed steelhead, and 3) Loch Lomond Shoreline Stabilization: consists of rehabilitating shoreline at Loch Lomond that is currently eroding.

The project is currently in the design phase for the Canham Meadow and Loch Lomond shoreline stabilization sites with an anticipated construction date of summer 2021. The Newell Creek site will be designed and implemented in 2022. The proposed mitigation approach at the Canham Meadow site consists of an innovative approach to address the channel incision and restore wet meadow functions. Mapping an evaluation of an adjacent tributary within the Canham Meadow that is highly functioning was used a reference to develop the design approach for the incised gully. In collaboration with the City and the regulatory agencies, a decision was made to fill the gully and restore the historic wet meadow surface, rather than just stabilizing the gully and preventing additional incision. Although the impact footprint is excepted to be larger than the footprint associated with stabilization of the gully, the result will be a more functional wet meadow, more acres restored, and at a lower cost and avoiding the need to import material such as rock.
